Maryland law provides significant homeowner protections that override HOA covenants in certain areas.
Your HOA cannot prohibit native plant gardens, rain gardens, pollinator gardens, or xeriscaping โ as long as you maintain them.
Your HOA cannot prohibit clotheslines or drying lines on your property regardless of HOA covenants.
Before any fine, the HOA must: send written demand, give time to comply, send hearing notice (min 10 days), hold a hearing if requested โ then fine.
Your HOA cannot prohibit solar collectors or EV charging in your deeded parking space. Reasonable aesthetic standards may apply.
Board elections must be conducted by an independent party. Financial statements must be available to homeowners at no charge.
Your HOA cannot restrict political signs more than 45 days before an election.
The Cool Springs at Charlestown HOA is governed by a volunteer Board of Directors elected by homeowners.
Board member names will be published upon Board approval.
Board meetings are open to all homeowners. Meeting dates and agendas will be posted here as scheduled. Homeowners wishing to address the Board should contact us in advance to be placed on the agenda.
